‘오키나와와 식민지’의 엘리트 계급

오키나와 역사에서 12월27일은 암흑의 날로 기억될 것이다. 오키나와 현 지사 나카이마 히로카즈는 그날 그의 선거공약은 물론이고 지난 3년간 했던 말들, 그리고 오키나와 주민들의 의사를 대변해야 할 지사의 의무를 팽개치고 미·일 정부가 미 해병대 기지를 북부 오키나와 헤노코 매립지에 건설하려는 계획을 승인했다.

이번 일은 식민지 지배의 작동 방식을 이해하고자 하는 사람들에게는 연구 가치가 있는 것이다. 그것은 나카이마가 마치 프란츠 파농, 알베르 메미 같은 반(反)식민주의 지식인들의 저작을 탐독한 뒤 그대로 행동에 옮긴 것 같은, 식민주의의 아주 고전적인 사례다. 그들이 썼듯이, 식민지는 외부의 힘만으로 지배할 수 없다. 식민지 지배를 받는 사람들, 특히 그 중에 엘리트 계급의 협조가 필수적이다. 엘리트 계급은 식민지적 상황에서 이득을 얻으려는 이들로 식민 지배자들처럼 사고하고, 스스로 지배자와 동급으로 여긴다.

파농은 <대지의 저주 받은 사람들>에서 이렇게 썼다. “(식민지 민족 부르주아는) 그의 나라 사람들과 함께 교육받아야 한다. 즉 그들이 식민지 대학 교육을 거치며 낚아채가는 지적, 기술적 자본을 그의 나라 사람들이 처분할 수 있도록 해야 한다. 하지만 불행히도 우리는 이 중간계급이 이러한 영웅적이고 긍정적이며 유익하고 정의로운 길을 가지 않는다는 것을 자주 보게 될 것이다. 대신 식민지 부르주아는 어리석고 경멸스러우며 냉소적인, 전통적 부르주아들처럼 충격적인(반민족적) 방식으로 그들의 영혼을 평온하게 한 채 사라져갈 것이다.”

가련한 친구, 나카이마는 도쿄와 워싱턴의 정부 당국자들이 술잔을 기울이며 “그 사람, 오키나와의 영혼을 그렇게 헐값에 팔아치우리라고 누가 상상이라도 했겠어?”라며 냉소적 농담을 하고 있으리라고는 감도 못잡고 있을 것이다. 하지만 나카이마가 어리석게 행동했다고 해서 그가 어리석다는 말은 아니다. 그는 매우 숙련된 솜씨로 식민지 피지배 엘리트의 역할을 해냈다. 자신의 엘리트 지위를 통해 갖게 된 “지적, 기술적 자본을 그의 나라 사람들이 처분할 수 있도록” 했으니까. 나 스스로도 당혹스럽지만, 그는 나를 바보로 만들었다. 나는 원래 그의 변덕스럽고 모호한 태도가 도쿄의 중앙정부를 속이기 위한 것이고 결국엔 오키나와 주민들 편에 설 것이라고 자기 최면을 걸었다. 사실 나는 지금도 민족적 영웅이 될 수 있는 흔치 않은 기회를 거머쥘 수 있었던 사람이, 그래서 자손 대대로 영웅담이 전승될 수 있었던 사람이, 거짓말쟁이, 배신자의 길을 택해 오키나와 역사에서 식민주의가 어떻게 영혼을 타락시키는지 보여주는 사례로 남게 된 것이 놀라울 뿐이다. 대체 무엇을 위해? 나카이마가 아베 신조 총리에게 얻어낸 ‘양보’는 세 가지 범주로 요약된다. ① 총리가 지킬 수 없는 애매한 약속들 ② 수개월 또는 수년 전 이미 결정된 것들 ③ 오키나와현 예산에 아주 조금 더 주는 돈.

성경 용어로 말하자면, 나카이마는 오키나와의 영원한 권리(birthright)를 죽(pottage) 한 그릇에 팔아 넘겼다(창세기 25:33). 매립, 즉 엄청난 양의 흙과 돌, 쓰레기를 오우라만에 쏟아붓게 되면 환경은 영원히 파괴될 것이다. 그 대가로 받은 돈과 다른 ‘죽’들은 몇년 안에 흩어져 없어질 것이다. 하지만 ‘지금 일어나는 것처럼 보이는 일’이 ‘실제 현실’은 아니다. 오키나와의 영원한 권리는 나카이마가 팔 수 있는 성질의 것이 아니다. 오키나와인들은 그러한 거래의 실현을 막을 결의로 가득 차 있다. 그들은 현청 앞에서 거의 매일 시위를 하고 있으며, 매립이 불법이라는 법원의 판단도 구하고 있다. 이 글을 쓰고 있는 지금 오키나와 현의회는 나카이마 사퇴를 결의했다.

1월19일은 헤노코가 속한 나고시장 선거일이다. 대립선은 매우 분명히 그어져 있다. 재선을 노리는 현 시장은 이 사업에 반대함을 분명히 표시했고, 도전자는 찬성 입장을 밝혔다. 모든 여론조사에서 현 시장이 우세한 것으로 나온다. 하지만 도쿄 중앙정부 입장에서 시장을 바꾸는 것이 절체절명의 과제다. 정부는 목표 달성을 위해 엄청난 돈을 쓸 준비가 돼 있다는 보도가 나오고 있다. 공사 계약을 기대하는 기업들도 돈을 풀 것이다. 이 선거까지 돈으로 매수가 가능할 것인가. 그 결과에 따라 많은 게 결정될 것이다.

The Great Betrayal

　December 27 will be remembered as a black day in Okinawan history. On that day, Okinawa Governor Nakaima Hirokazu cast aside his campaign promises, his statements made repeatedly during the last three years, and his duty as Governor to represent the Okinawan people’s will, and approved the US and Japanese governments’ plan to build a new US Marine Corps base on reclaimed land at Henoko, in northern Okinawa.

　This is also an event that will be researched and debated for years by people who want to understand the mechanics of colonial domination. It is a classical case, as though Nakaima had studied the works of the great anti-colonial scholars such as Franz Fanon and Albert Memmi, and learned from them what to do. As they wrote, a colony can’t be controlled by outside force alone; it requires cooperation from among the elite class of the colonized people, elites who hope to profit from the colonial situation, who have learned to think like the colonists, and who imagine themselves as having passed over into a status of equality with them.

　In his The Wretched of the Earth Fanon wrote that in a colony the national bourgeoisie ought to put itself to school with the people: in other words to put at the people’s disposal the intellectual and technical capital that it has snatched when going through the colonial universities. But unhappily we shall see that very often the national middle-class does not follow this heroic, positive, fruitful and just path; rather, it disappears with its soul set at peace into the shocking ways - shocking because anti-national - of a traditional bourgeoisie, of a bourgeoisie which is stupidly, contemptibly, cynically bourgeois.

　Nakaima, poor fellow, probably has no inkling of the cynical jokes made about him by government officials at drinking parties in Tokyo and Washington DC. “Who would have thought (they are surely saying) he would sell Okinawa’s soul so cheaply?”

　But if Nakaima behaved stupidly, this doesn’t mean he was stupid. With remarkable skill he played the role of a colonized elite putting “at the people’s disposal the intellectual and technical capital” he had attained through his elite status. He fooled a lot of people. I have to confess, to my great embarrassment, that he fooled me. I had persuaded myself that his vagaries and ambiguities were designed to deceive the Tokyo Government, and that in the end he would stand with the Okinawan people. I still find it astounding that a person who is offered the rare opportunity to become a national hero, one whose story is passed on for generations into the future, should instead choose the role of liar, betrayer, one who will go down in Okinawan history as one of the great examples of how colonialism can corrupt the soul. And for what? The “concessions” Nakaima claims to have gotten from the Prime Minister fall into three categories: 1) Vague promises that the PM will not be able to keep, 2) things that had already been decided months or years ago, and 3) a little bit more money in the Prefectural budget.

　In biblical terms, it seems that Nakaima has sold Okinawa’s birthright for a mess of pottage (Genesis 25:33). Reclamation (i.e. dumping massive amounts of dirt, rocks, , junk into Oura Bay) would destroy it perhaps forever, while the money and other “pottage” will be dissipated in a few years. But the “seeming” is not the “being”. Okinawa’s birthright was not his to sell, and the Okinawans are determined to prevent the sale from taking place. They are demonstrating almost daily in front of the Prefectural offices, launching a court action to have reclamation declared illegal, and carrying out all sorts of other protest actions (just as I was writing this, the Okinawa Prefectural Legislature passed a resolution demanding Nakaima’s resignation).

　The next major event on schedule is the election for Mayor of Nago City (where Henoko is located), to be held January 19. The issue is clearly defined there: the incumbent Mayor, who is standing for reelection, is adamantly against the project, the other candidate is enthusiastically for it. All polls show a majority of voters supporting the incumbent, but for the Tokyo Government it is vitally important to have him defeated, and it is reported that they are prepared to spend fabulous sums to achieve that. Money will also be poured in by the companies expecting to get construction contracts. So very much now depends on whether this election can be bought.
