오키나와의 반 오스프리 집회

9월9일 일요일 두 아이를 데리고 미 해병대 신형 수직 이착륙기 MV-22 오스프리의 오키나와 배치에 반대하는 전(全) 현민 집회에 참가했다. 나하 시내버스 터미널에는 많은 사람들이 집회 장소인 공원으로 가는 버스를 타려고 모여들었다. 버스회사는 집회장까지 가는 직행버스를 제공했다. 버스에 오르고 나서야 나를 제외한 모든 사람들이 신문에서 오려낸 무료티켓을 소지했다는 사실을 알았다.

 버스 요금을 집회 후원자들이 모두 지불한 것이다. 한 친절한 남성이 여분의 티켓이 있다며 내게 건넸다. 집회 장소에 가까워질수록 교통체증이 심해졌고, 결국 거의 멈춰섰다. 운전기사가 안내방송을 했다. “여기서부터는 걸어가는 게 더 빠릅니다. 내리십시오.” 모두들 차에서 내려 걷기 시작했다. 길 옆 보도 위는 집회장으로 걸어가는 사람들로 가득찼다.

나중에 집회 후원자들이 “참가자가 10만 명에 달했다”고 발표했다. 그 수치를 어떻게 산정했는지는 모르지만 그게 엄청나게 많은 인파였다는 점만은 분명하다. 내 인생에 그렇게 많은 인파가 한 장소에 모인 걸 본 유일한 때는 예전에 열린 오키나와 현민 집회 때였다. 오키나와 인구가 140만 명이니 14명 중 1명이 나온 셈이다.

미 해병대 오스프리는 무엇이 문제인가? 오스프리는 이른바 ‘틸트로터’(tiltrotor·헬리콥터와 터보프롭의 특성을 겸비한 하이브리드 수직 이착륙) 항공기다. 비행기의 날개를 갖고 있지만 양 날개 끝에 달린 거대한 프로펠러는 수직·수평으로 모두 회전한다. 그래서 헬리콥터처럼 수직 이착륙을 할 수 있고, 비행기처럼 수평으로 날 수도 있다. 오스프리는 똑똑한 초등학생이 디자인한 것처럼 보인다. 문제는 그게 시도 때도 없이 추락한다는 거다. 추락하는 이유는 많겠지만, 나는 그 중 하나로 그렇게 많은 작동 부품을 가진 어떠한 기계라도 오작동이 잦을 수밖에 없다는 점을 꼽고 싶다. 하지만 특별히 ‘틸트로터’이기 때문에 일어나는 사고도 있다. 비행기와 헬리콥터는 비행 원리가 다르다. 헬리콥터는 프로펠러 힘으로 공중 부양한다. 비행기는 빠른 속도로 앞으로 나아가면서 날개가 받는 바람의 힘으로 공중에 뜬다. 오스프리가 어떤 모드에서 다른 모드로 전환할 때 헬리콥터도 아니고 비행기도 아닌 애매한 순간이 있게 마련이다. 최근 모로코에서 일어난 오스프리 사고는 조종사가 이륙 과정에서 충분한 전진 이동이 있기 전에 프로펠러를 좀더 많이 수직으로 기울이면서 일어났다. 그 각도에서 프로펠러는 더이상 헬리콥터처럼 기능하지 않았고, 그렇다고 전진하는 힘도 없어서 날개가 비행기처럼 기능할 수도 없었다. 사실상 그것은 움직임 없는 비행기, 즉 하늘에 뜬 불도저나 기관차 같은 상태였다. 그 상황에서 할 수 있는 거라곤 땅에 떨어지는 길밖에 없었고, 실제로 그랬다.

미국과 일본 정부는 악명 높게 위험한 이 항공기를 오키나와의 악명 높게 위험한 미 해병대 후텐마 비행장에 배치하려고 한다. 오키나와인들은 거의 만장일치로 반대한다. 내 생각에 그것은 오키나와인들에게 위험한 존재일 뿐만 아니라 모욕이기도 하다. 미국인들은 오스프리가 자기 집 근처에 있는 걸 원치 않는다. 일본 본토사람들도 오스프리를 자기 곁에 두는 걸 싫어한다. 그러니 어디 두려고 하겠는가? 바로 오키나와다! 오키나와인들은 이것을 오키나와의 삶이 중요치 않다는 판단의 한 예로 받아들인다. 가장 극단적 형태의 오키나와에 대한 차별 말이다.

흥미롭게도, 일요일 집회는 오키나와의 진보·반전운동 진영이 조직한 것이 아니다. 그것은 오키나와현 정부와 후텐마 기지가 있는 기노완시 정부가 조직한 것이다. 두 지방정부는 보수 정당이 주도하고 있다. 물론 진보·반전운동 쪽 사람들도 집회에 나와 힘을 보탰다. 그 말은 이 이슈에 관한 한 진보와 보수가 따로 없다는 말이다. 집회 다음날 일본 방위상이 오키나와를 다시 방문해 보수적인 오키나와현 지사에게 오스프리를 받아들이도록 설득했다. 현 지사의 대답은 “불가능(無理)”이었다. 이에 대해 미 해병대는 오스프리는 해병대 미래의 무기라며, 그것을 후텐마 기지로 들여오지 못하면 기지는 아무 짝에도 쓸모가 없을 거라고 할 것이다. 

이 말에 누군가는 이렇게만 말할 것이다. 바로 그거야! 

Okinawa‘s Anti-Osprey Rally On Sunday, September 9, I took my two kids to the All Prefectural Rally opposing the deployment of the US Marine Corp’s M-22 Osprey aircraft in Okinawa. First we went to the bus terminal in downtown Naha. A large crowd was gathering at the loading platform for the bus going to the park where the Rally was to be held. The bus company was providing non-stop buses to the Rally. After we got on I realized that everyone but me had free tickets they had cut out from the morning‘s newspaper: the bus fare was being paid by the sponsors of the rally. (A kind man standing near us had an extra one, and gave it to me.) As we approached the rally site, traffic got heavier and came almost to a stop. The driver announced, “From here you will get there sooner by walking. Please get off here.”  Everybody got off and started walking. On both sides of the street, the sidewalks were crowded with people all walking towards the rally.. The sponsors of the rally later announced that over 100,000 people attended the rally. I don’t know how you make an estimate like that, but I can say that it was an astoundingly large crowd. The only other time in my life I have seen that many people in one place was at earlier All Prefectural Rallies in Okinawa. Okinawa‘s population is somewhere around 1,400,000, so that means more than one out of every fourteen people attended. What is wrong with the US Marine Corp’s MV-22 Osprey? The Osprey is what they call a “tiltrotor” aircraft. It has wings like an airplane, at the tips of which are huge propellers that can rotated to be either vertical or horizontal, so it can take off and land like a helicopter and fly like an airplane. It looks like something designed by a very clever elementary school pupil. The problem is, it keeps crashing all the time. There seem to be many reasons for its crashes, one of them I suspect being that any machine with that many moving parts is bound to have a lot of malfunctions. But there is also a special sort of “tiltrotor accident.” Airplanes and helicopters fly on different principles.  For the helicopter, lift is generated by the propellers. For the airplane, lift is generated by the action on the wings of the wind, which in turn is produced by the rapid forward motion of the airplane. When the Osprey is shifting from one mode to the other, there is a delicate moment when it is neither helicopter nor airplane. In the recent Osprey accident in Morocco, while taking off, the pilot tilted the propellers slightly too far toward the vertical before there was sufficient forward motion. At that angle, the propellers no longer functioned like a helicopter, but without forward motion, the wings could not function like an airplane. In effect, it was a motionless airplane, which is no more air-worthy than a bulldozer or a locomotive suspended in the sky. All it can do is drop to the ground, which is what it did. The US and Japanese Governments want to deploy this notoriously dangerous aircraft at Okinawa‘s notoriously dangerous US Marine Corps Air Station in Futenma. The Okinawans oppose this almost unanimously. It isn’t, I think, just the danger; it‘s also the insult. Americans don’t want the Osprey near their homes; mainland Japanese don‘t want the Osprey near their homes, so - where to put it? Of course: Okinawa! Okinawans see this as just one more example of the judgment that Okinawan lives don’t count for as much - the most extreme form of discrimination. Interestingly, Sunday‘s rally was not organized by Okinawa’s progressive and anti-war forces, but by the Prefectural Government and the Government of Ginowan City, where Futenma base is located. Both of these governments are controlled by the conservative parties. But of course the progressive and anti-war people came to the rally and shouted their support. That means that on this issue, the conservatives and the progressives are united. The Monday following the rally, the Japanese Defense Minister came yet again to Okinawa to try to persuade the conservative Governor to accept the Osprey. The Governor‘s answer was, “Impossible” (無理)。 A Marine might object, But the Osprey is the Marine Corp’s weapon of the future. If we can‘t bring it to the Futenma base, then that base won’t be of any use to us at all! To which one can only answer, You got it!
