오키나와에서 독도를 바라보며

나하에 있는 우리 옆집에는 일본 해상보안청 경비대원이 산다. 괜찮은 젊은 친구다. 나는 종종 그와 함께 날씨나 동네 문제로 수다도 떤다. 이 친구는 댜오위다오/센카쿠열도 주변을 순찰하는 순시선을 타느라 며칠 또는 몇 주씩 집을 비우곤 한다. 그는 중국이 위험한 침략자이고, 해상보안청이 중국으로부터 조국을 방어하고 있다고 확신한다.

나는 중국이 침략자라고 생각하지 않지만 지금 상황은 위험하다고 본다. 동맹국이 아닌 두 나라가 무장한 함선을 사용해 엄포를 놓는 게임을 벌이기 시작하면 상황이 통제 불능 상태로 흐르기 쉽다. 누군가 잘못된 단추를 누를 수 있고, 나쁜 판단을 하거나 순간의 분노를 이기지 못해 전쟁이 시작될 수도 있다. 그러면 내가 사는 오키나와까지 재앙이 번질 것이다.

 이런 관점에서 본다면 독도/다케시마 논쟁은 매우 다르다. 한국과 일본 사이에 이 이슈로 전쟁을 하는 것은 상상하기 어렵다. 양국 간 과거사와 관련해 아직 해결되지 않은 여러 문제가 있다 하더라도 둘 다 미국과 동맹을 맺고 있는 데다, 서로에게 필요한 존재이기 때문이다.

그럼에도 최근 몇 개월 간 두 나라 정부는 싸움을 걸 때 하는 것처럼 행동해왔다. 지난 7월 일본 내각은 방위백서에서 “일본 고유의 영토인 북방영토와 다케시마를 둘러싼 영토 문제가 해결되지 않은 채 남아있다”고 밝혔다. 이러한 서술은 2005년 이래 계속 같은 내용이어서 무시해도 될 만한 것이었다. 하지만 이명박 대통령은 그런 것을 기회로 활용해 극적이면서도 ‘극장정치’적인 독도 방문을 했다. 사진기자를 데려가는 것도 빼놓지 않았다. 그리고 이른바 ‘위안부’ 문제에 대한 일본의 태도에 분노도 표했다. 양국의 우파와 초(超)애국주의자들은 욕설을 퍼붓고 돌을 던지는 등 맹목적 애국주의의 질펀한 축제 분위기로 반응했다.

이 논쟁은 정말 무엇에 대한 것인가? 한 지인은 이 대통령이 일본 우파로부터 돈을 받지 않았는지 궁금하다고 했다. 정반대로 노다 총리 역시 한국 우파에게서 돈을 받고 있지 않은지 물어볼 법하다. 물론 둘 다 말도 안되는 얘기다. 하지만 두 사람의 행동은 정확하게 우파들의 아드레날린을 솟게 하는 것이었고, 그들을 기쁘게 했다. 국가는 종종 도발적 언사를 하고, 전쟁을 벌이기도 한다. 그 진정한 목적은 국내 정치에 영향을 미치는 데 있다. 내부 모순을 감추고, 대중의 감정을 우경화하고, 전시 분위기로 가려 하기 위함이다.독도 논쟁은 독도에 관한 것이 아닌 것 같다. 우선 독도에 관해서는 논쟁이 성립하지 않는다. 시마네현은 웹사이트에 “영토 편입을 위한 국제법적 요건을 충족하는 것이 영토를 유효하게 갖게 되는 길”이라고 밝히고 있다. 이것은 진실의 일부이다. 국제법은 동시에 식민지배0하에서 빼앗겼던 땅을 되찾을 권리 역시 인정하기 때문이다. 한국의 독도 영유권 주장은 두 가지 조건을 다 충족한다. 독도는 원래 한국이 갖고 있었고, 반세기 넘게 한국의 실효 지배 아래 있다. 시마네현의 웹디자이너는 이를 잘 모르는 것 같다. 일본 내각의 주장과 반대로 독도 논쟁은 해결됐다고 봐야 한다.

이 문제에 관해 내가 제안할 것은 없다. 다만 희망하는 것이 있을 뿐이다. 한국과 일본 사이에는 이것 말고도 해결해야 할 이슈들이 있다. 그중 한 가지는 ‘위안부’ 문제이다. 이 이슈는 일본 정부가 완전히 사과하고 적절한 보상을 할 때까지 응당 한국 정부가 줄기차게 제기해야 하는 것이다. 나는 독도 이슈가 위안부 논쟁에서 ‘카드’로 활용되지 않기를 소망한다. 내가 아는 한 위안부 문제는 독도 문제와 연결되지 않는다. 독도에 대한 감정을 일으키는 것은 일본 우파들의 영토 문제에 대한 맹목적 애국주의를 부추길 뿐이다. 그것은 댜오위다오/센카쿠열도 문제로 흘러넘쳐 군사적 대치 위험으로 이어진다. 이것은 존 레넌의 노래 ‘이매진’의 범주에 속할지도 모르지만, 나는 언젠가 이 문제가 조용해져서 한국이 시마네현에서 출발한 배에 당일치기 독도 낚시 투어와 바비큐 파티를 허용할 수 있기를 희망한다. 

Our next door neighbor in Naha is a Japan Coast Guardsman. He is a nice young fellow; I sometimes chat with him about the weather or neighborhood matters. He is often away from home for days or even weeks, sometimes on a Coast Guard vessel patrolling the area around Diaoyu/Senkaku Islands. He is convinced that China is a dangerous aggressor, and that his Coast Guard is defending the country. I don‘t believe that China is an aggressor, but I do believe that the situation is dangerous. When countries that are not allies begin playing bluffing games with each other using ships with real weapons on them, it is easy for things to get out of control. Someone could push the wrong button, make a bad judgment, or be overcome with a flash of rage, and war could begin - a catastrophe that would probably spread to Okinawa, where I live. From this perspective, the Dokdo/Takeshima controversy seems very different. I could be wrong, but it seems to me that war between Korea and Japan on this issue is unthinkable. Both countries are military allies with the US (though not with each other), and the various hostilities and unsettled issues between them notwithstanding, they are essential to each other.  But despite this, in recent months the two governments have been acting the way governments do when they want to provoke a fight. In July this year the Japanese Cabinet’s Defense White Paper stated, “The territorial disputes surrounding Japan‘s inherent territory of the Northern Territories and Takeshima remain unsettled.” This  statement has been in every Defense White Paper since 2005, and is worth ignoring entirely, but instead the Korean President used it as the occasion for making a dramatic and theatrical visit to Dokodo (of course taking photographers along) and for expressing his anger at Japan’s attitude concerning the “comfort women‘ issue. Rightists and super-patriots in both countries reacted with an orgiastic festival of jingoism, throwing insults and bricks and doing the other things rightists do. What is this dispute really about? A person I know wondered whether President Lee might be taking money from the Japanese right. One could equally ask whether Prime Minister Noda is taking money from the Korean right. Of course, both are out of the question, but still their behavior is precisely what energizes rightists and makes them happy. Governments often make provocative statements, and even start wars, whose real purpose is the effect this has on domestic politics, hiding internal contradictions, pushing public sentiment to the right and imposing wartime discipline. Of course, it has the same effect in the target country. It seems that the Dokdo dispute is not about Dokdo. First of all,, concerning Dokdo, there is no dispute. Shimane Prefecture (which claims Dokdo) has a site on the internet, on which is written, ”The requirement under international law for acquisition of a territory is effective possession of the land.“ This is part of the truth; it is also true that international law recognizes the right of a people to take back land that was taken from them under colonial rule. Korea’s claim to Dokdo fits both conditions. Dokdo was seized from Korea and renamed in 1905, the year Japan forced Korea to become a colonial protectorate (if Dokdo was a part of Japan from ancient times, then what need was there to seize it?). And Dokdo has been under Korea‘s ”effective possession“ for more than half a century (the designer of the Shimane Prefecture internet site seems to have forgotten that). Contrary to what the Japanese Cabinet stated, the dispute is settled. In this matter I of course have no suggestions, but only a wish and a hope. There are other issues between Korea and Japan that are not settled. One is the ”comfort women“ issue, and it is perfectly proper for the Korean government to continue to raise that issue until Japan apologizes fully and pays proper compensation. My wish is that the Dokdo issue would not be used as a ”card“ in that dispute, with which it has no connection as far as I can see. Stirring up emotions on Dokdo serves to stir up Japanese rightist jingoism on island territorial issues, which spills over into the Diaoyu/Senkaku issue, where the danger of military confrontation is real. My hope (which I suppose falls into the John Lennon ”Imagine“ category) is that someday the matter will become so quieted down that Korea can allow tour boats to sail out from Shimane for one day fishing trips and barbecue parties to Dokdo. Judging from the photographs I have seen, it looks like a lovely place.
